It seems to me that we are con­stantly play­ing the “catch up” game–constantly clos­ing the barn door after the horse has escaped. 

They hijack a plane.  We add extra secu­rity after the fact. 

They poi­son our mail.  We care­fully open the mail and talk about putting UV and ion­iz­ing radi­a­tion washes in the mail pro­cess­ing machines to kill any bac­te­ria.  What next?
